Dr. Lempert is a social scientist, lawyer, Stanford M.B.A., non-profit executive, and educator. He has worked for 30 years in more than 30 countries for the UNDP, UNICEF, UNHCHR, UNHCR, World Bank, USAID, EC, Soros Foundation, several government ministries and parliaments, as well as“development organizations” and as a strategic planner in the business and non-profit sectors. He has restructured government agencies and written model laws and constitutions for government efficiency, and is the author of “A Model Development Plan”. This article is among a series of applied indicator and professional codes that he has published as part of an effort to protect professionalism and create accountability in international interventions in the “international development” sector.
